Ellen Hazelkorn was a member of the Independent Expert Panel which undertook this study.
it is a landmark report which will significantly improve the conditions and identify of FET staff . There are 6 recommendations:
Create or strengthen the existing FET Directorate in each Education and Training Board (ETB)
Establish a Stakeholder Engagement Advisory Group for FET in each ETB
Replace the current staffing arrangement with a structure based on three new roles
Establish a National Centre for FET Teaching and Learning
Introduce a requirement for all FET staff who deliver teaching and learning to complete a specified annual amount of continuing professional development
Grant each ETB delegated authority for the FET staffing budget.
